The Chinese language doesn't have tenses the way we know them, nor can they use adverbs very well.
In this sign, the author suggests a driver infringing any regulation would be fined for the rest of their life.
Added to this, Chinese speakers wouldn't realize that the rule implies there is only one rule for passing through the 12.9 km Hsuehshan Tunnel (????).
